Northumberland County Council·Internal Audit Service
Waste, lighting, and buildings
- Refuse: campers are told to take litter back to the hall bins. Those bins are the hall’s ordinary bins. There is no waste compound, no segregated recycling, and no locked store. Duty of care documentation under the Environmental Protection Act 1990 was not produced for camp waste as a separate stream.
- Lighting: none on the field. The hall elevation has a porch fitting. It was not on at 20:40 on 2 March. The route from a tent to the hall door is unlit grass.
- Buildings on the field: none. No hut, no store, no warden shelter, no sanitary block.
- The Village Hall is a separate building with a step at the door. Indoor boards for the Gathering hang inside. It is not a camp building and should not be counted as one in any future licence, except insofar as WCs and a tap are relied upon.
- Electrical supply to pitches: none. No hook-ups, no bollards, no residual-current devices on the field. Generators were not mentioned in the operator’s rules and were not observed.
The absence of buildings keeps the landholding simple. It also means that every service the Authority would expect is either in the hall, and therefore locked, or is not provided.
