Northumberland County Council·Internal Audit Service
Limitations of the review
- Fieldwork was out of season. Occupancy, fire behaviour, and the July condition of the grass were not observed. 2002 figures were taken from a diary and from memory.
- Title was not inspected. Planning status was not researched. The water undertaker was not written to.
- No samples, no measured survey, no tree survey, no lighting survey, no mobile-coverage survey, no timed run to A&E.
- The Hall interior, including WCs and any first-aid box, was not inspected. The evening visit found the building locked.
- Interviews were limited. Committee minutes were not read in full.
- This paper does not determine a licence. It does not bind Development Control. It does not assess the Heritage Centre, Forest View, the inn, or any camp on the water.
- Figures for area, grid, and capacity are audit estimates. They should not be copied onto a licence without a measured plan.
The opinion is given on the evidence obtained. Where evidence was not obtained, that is stated. Absence of a document is treated as absence of the control, not as a finding that the control exists elsewhere.
