Northumberland County Council·Internal Audit Service
Recommendations and management action
Recommendations are addressed first to the Authority, because this is an internal audit of the Authority’s position. Actions required of the operator follow if the use is to continue.
- R1. Environmental Health to determine, by 16 April 2003, whether the 2003 season may be offered: licence, written exemption, or cessation of public offers. (Finding 2.)
- R2. Occupier to be named in writing by the Hall trustees and the Committee before that determination. (Finding 1.)
- R3. No public offer for 2003 until a public-liability certificate covering camping is on the licensing file. (Finding 11.)
- R4. If the use continues: pitch plan at six tents; register of persons; board at the gable; written wet-weather rule; fire risk assessment and a fire point; water and sanitation usable without relying on a locked hall through the night. (Findings 3–7, 9–10.)
- R5. Gathering weekend to have a named steward and a cap. (Finding 3.)
- R6. Stile to be repaired or taken out. (Assets.)
- R7. File ES/SL/PLAS to be closed or converted to an active licence file. A silent file is not a control.
Management response is due 16 April 2003. Internal Audit will follow up in the second quarter. This presentation is not the follow-up.
