Equalities and access
The Disability Discrimination Act 1995, as amended, applies to services offered to the public. Camping on an unlit grass field behind a hall with a stepped door is, as a matter of fact, not an accessible service. The Authority’s own access duties arise if it licences the use. They also arise, more weakly, if it knowingly permits an unlicensed public offer.
- No accessible pitch, no firm path from parking to a tent space, no accessible WC.
- The hall door has a step. The field is grass.
- Information is English-only, as is this paper. That is the ordinary language of the parish office.
- No hearing loop, no large-print conditions. Conditions are in any case not posted on the field.
- A reasonable adjustment on a six-pitch seasonal field is limited. It is not zero. A firm standing near the hall, if the ground allows, would be the practical first step if the use continues.
This slide does not claim that the field must be made equivalent to a commercial touring park. It records that no adjustment has been considered in writing.
