Northumberland County Council·Internal Audit Service
Insurance and liability
The operator was asked for the current public-liability certificate covering camping on the field. None was produced by the close of fieldwork. It is possible that the Hall’s ordinary policy includes the field. It is also possible that camping is an unendorsed use. Audit could not tell. Employers’ liability does not arise if no one is employed. Occupiers’ liability remains.
- No copy certificate on the Authority’s licensing file.
- No indemnity toward the Authority (none would be expected unless a licence required it).
- No written warning to campers beyond the public pages (fires, cars, wet weeks, no warden after 8 p.m.). Those pages are not posted on the land.
- The step at the hall door, the unlit grass, and the loose stile are the identifiable physical hazards.
- Children and dogs are not the subject of additional rules.
Finding 11 — insurance
Management should require sight of a certificate that expressly covers seasonal camping, or a broker’s letter that the Hall policy does so, before the 2003 season is offered. If cover is absent, the public offer should stop.
