Northumberland County Council·Internal Audit Service
Capacity and occupancy
No pitch plan exists. Capacity has been assessed by the auditors from usable area, a six-metre separation for touring tents, and the need to keep the hall elevation and the drip-line of the trees clear. The figure is an audit estimate. It is not a licensed capacity.

|---|---|---|
| Gross area | 0.21 ha | Walkover / Landranger |
| Usable area | 0.14 ha | Audit estimate |
| Design capacity | 6 touring tents | Audit estimate |
| Design persons | 15 (2.5 per tent) | Audit estimate |
| Season as offered | Whit to last weekend of September | Operator |

| 2002 booked parties | 19 | Operator, from memory |

Finding 3 — numbers
On the Gathering weekend the field was used above the design figure and as overflow from the hall. There is no written cap, no count of persons after 20:00, and no arrangement for a steward on that night. A licensed site would have a marked pitch plan and a recorded maximum. Management should require both before any further Gathering.
