Northumberland County Council·Internal Audit Service
Methodology
Fieldwork was undertaken on 11 and 12 February 2003. An unannounced evening visit was made at 20:40 on 11 February in order to observe the site after the hour at which the operator states that no warden is present. A daylight inspection of the field, the hall elevation, the parking, and the tree boundary followed on 12 February. Interviews were held with Environmental Health (site licensing) and, by telephone, with a member of the Parish Tourism Committee who was the contact named on the Authority’s last note of 2001.
- Walkover of the field, hall gable, parking, and the stile at the tree end.
- Examination of the hall tap, the two internal WCs, and the absence of any dedicated sanitary provision on the field.
- Review of the licensing file ES/SL/PLAS (opened 1999; last paper 12 June 2001).
- Request for occupancy figures, insurance, and a persons-on-site register for 2002. Occupancy was supplied from memory and from a hall diary. Insurance and a register were not produced.
- Desktop review of OS Landranger 80, the operator’s public description of the field, and the Authority’s standard conditions for licensed camping.
No soil, water, or ecological samples were taken. Habitat observations are those of the auditors and are not a Phase 1 survey. Title was not inspected at the Land Registry.
